Inherent governmental function — taxes? fingerprinting?
The TSA’s move to shift resonsponsibility for fingerprinting and photographing departing foreign passengers to the airlines and cruise lines, the House vote last week banning private tax debt collection seems more important.
The House voted 238-189 to prohibit the use of private firms for tax debt collection. “The collection of taxes is an inherently governmental function that should be restricted to properly trained and proficient IRS personnel,” said National Treasury Employees Union president Colleen M. Kelley after the vote.
Inherently governmental functions should include immigration services it seems to me.
If TSA is allowed to shift departing immigration duties to the airlines, the next step will be to have the airlines and cruise lines responsible for incoming immigration at airports and cruise ports as well. They may as well abdicate all responsibility.
